Multi-level Governance as Key to Successful Climate Action

The Daring Cities conference aims to showcase the boldest cities taking ambitious action to combat climate emergency. Diversity of urban experiences opens up the design of innovative solutions, and cooperation is a stepping stone for scaling up sustainable actions, allowing complementary expertise to come together to reach common targets. Cooperation of this kind is productive whether it is across departments of the same city, between a city and its national government, or between two cities from different countries. However, cooperation is not always easy and a “simple” difference in governance structures and political mandates can slow down the implementation of ambitious actions.

Over the past three years, the IUC programme has facilitated city-to-city cooperation between municipalities across Europe, North America, South America, China, India and Japan. Cooperations have been highly successful and productive; however, this has also brought to light the many challenges that municipalities face when working to harmonise their priorities and policies with their regional and national government counterparts, all while taking into account citizens’ needs.

In this 90-minute session, the IUC programme will present the benefit of applying an effective multi-level governance approach – from economic, policy and environmental perspectives – as well as provide concrete examples. Experts will present their arguments, followed by a round of questions. Finally, three IUC city pairings will present their experiences, showcasing concrete examples of how multi-level governance approaches – featuring vertical and/or horizontal integration – has led to more successful climate action. The session will close with another round of questions to all panellists.

Some of the topics that will be discussed include:

  • How effective multi-level governance can support long lasting climate action from economic, political and environmental points of view
  • How IUC cities have been able to foster constructive partnerships based on good practices and opportunities for innovation in effective multi-level governance. Of particular interest is how to ensure not only the vertical integration of climate action, but also its horizontal integration across departments.
  • How to harness the power of subnational governments in raising ambition and delivering on NDCs

The audience will be invited to participate in the conversation and will be engaged throughout the session via polls.
