Stronger national climate plans through multilevel action
Under the theme “Stronger national climate plans through multilevel action,” we’re excited to launch Daring Cities 2025. As we move toward COP30 in Belém, Brazil, Daring Cities 2025 will serve as a pivotal platform for local and regional governments to influence global climate negotiations.

It is now more crucial than ever for local and regional governments to advance the climate emergency responses by building on the outcomes of COP28 and COP29, taking into account rapid changes in global governance. Designed for cities and regions eager to understand how these outcomes will impact their work, this webinar featured Brazilian speakers focusing on the country’s NDC3.0, as well as insights from a local government leader on key takeaways from COP29 and key actions for 2025.
In this second Reflect webinar, Daring Cities continued the conversation on the implementation of COP29 outcomes in relation to multilevel action and sustainable urbanization, including progress on the Town Hall COPs and UNFCCC negotiations in Bonn in preparation for COP30, and the agenda of the Daring Cities 2025 Bonn Dialogues on 16-18 June.
From June 16-18, 2025, participants from local, regional and national governments, academia, businesses, and civil society gathered in Bonn, Germany to collaborate on the most pressing climate challenges. This thoughtfully designed program took part alongside the annual UNFCCC Bonn Climate Conference (SB62).
From July to October, the Daring Cities 2025 Virtual Forum offered free, solution-oriented online events showcasing real city cases, hands-on workshops, and technical training exploring challenges and opportunities to tackle the climate emergency.
This edition featured special sessions on the Town Hall COPs, demonstrating how this initiative can accelerate local action and enrich NDC 3.0 implementation beyond COP30.
Share the Daring Cities’ messages and advocate for local and regional governments within the international space throughout Urban October and in the lead up to UNFCCC COP30.
